A compromise has been proposed: a breakthrough in the public service wage dispute in a promising economy

Trade unions and employers want to settle their monthly public service collective bargaining dispute this Sunday. At noon, both sides want to announce a breakthrough. As the participants in Potsdam learned, the highest group of both parties agreed in principle on a compromise proposal on Sunday evening.

That night, the committees of both parties discussed this draft collective agreement. However, the vote of these bodies is not just a matter of form. By agreement, new strikes in clinics, childcare centers, local transport and town halls would be off the table after weeks of strikes.

The revenue of approximately 2.3 million municipal and federal employees needs to be determined. As required by the unions, the result is to be passed on to approximately 225,000 officials. After the last state of negotiations, revenues should gradually increase. Further details were not initially known.

A compromise between negotiators on the Verdi Federal Customs Commission and the dbb civil servants’ association should be discussed. Most members of these committees were online. These issues were also discussed by the General Assembly of the Association of Employers of Towns and Municipalities (VKA), which traveled to Potsdam.

The committees are due to be reunited and discussed on Sunday morning. The basic representatives of the unions wanted to decide on the agreement according to the statutes by a majority vote. Requests for changes can also be submitted here. Federal Minister of the Interior Horst Seehofer (CSU), who represents the federal government, announced in an internal round that he wanted to get feedback within the federal government.

In the morning from 10:00, the top eight wanted to reunite to clarify the last details. In addition to Seehofer, Mayor of Lüneburg Ulrich Mädge (SPD) for the municipalities – and for the unions, the head of Verdi Frank Werneke and Ulrich Silberbach, chairman of dbb Beamtenbund and Tarifunion. It was planned to inform the public at noon. The ongoing third round of talks began on Thursday. The positions were far apart for a long time. The negotiations lasted almost 14 hours on Saturday.

CORONA AND TARIFFS: The corona pandemic has made the round of collective bargaining much more difficult. The unions were under pressure to strike and protest in accordance with hygiene rules. They have repeatedly accused city employers of taking advantage of the situation. On the other hand, city budgets are heavily burdened by the economic crisis and declining trade tax revenues.

LINEAR INCREASE INCREASE: The unions entered into negotiations with a request to increase wages and salaries by 4.8 percent over a period of one year. The federal government and municipalities offered an overall fee increase of 3.5 percent, specifically 1.0 percent by March 1, 2021, then another 1.0 percent, and 1.5 percent later. The term of office should be three years. The unions rejected for as long as “reading glass balls.” These three years have been “very important” for employers.

INCREASE IN REVENUE: The unions demanded at least 150 euros more per month. Employers offered a minimum amount of 30 euros. And a special corona payment for all employees to alleviate the burden of the crisis of 300 euros.

CARE: Due to the tension and stress of carers during the corona pandemic, care was one of the focal points of the negotiations. Employers offered employees in hospitals and care facilities a care allowance of 50 euros per month. Verdi’s boss Werneke dismissed it as “scandalous.” The unions demanded a contribution of € 300. The individual areas of care were intensively negotiated. VKA chief Mädge announced: “According to our expectations, the nurse in the intensive care unit will receive an eight percent higher salary.” (DPA)
